Censorship
Taking actions, including threats, likely to non-trivially reduce the effective free expression of anyone, except where deemed concordant with Cabal policy and principles, and except where deemed part of a mundane social dispute, is prohibited.
The apparent need for a threat (or similar information) to be publicised and spread before it would have this effect is not a valid cause for leniency.
Note that the Warfare rule is likely to be applied if the perpetrator is not trusted by Cabal, which may result in harsher or terminal reprimand.

Reports to the Platform hosting Cabal
Undue censorship of Cabal from the platform it’s hosted on is a present concern.
Often the platform enforces standards which violate the free expression of Cabal’s users.
Cabal’s policies cover the actions which are valid to reprimand for.
Therefore, reports to the platform are always unjustifiable.
The only exceptions are cases where Cabal’s policies are temporarily insufficient to cover actions which should be reprimanded for, but because Cabal’s rules are never enforced retroactively, they won’t be reprimanded for. In these cases, it is still not officially permitted to report to other authorities, but there may be leniency for those who do.
Reports to Law-enforcement
All the above does not apply to reports to law enforcement for justifiably-criminal acts. It is likely in these cases that we would also reprimand a user who takes such actions, so we ask that you report the infraction to Cabal’s authorities as well.
